Golf Cart Permits

The City of Westfield passed Ordinance 25-30 on July 28, 2025, which updates the Golf Cart Ordinance. 

Under the ordinance, all golf carts must be inspected and permitted by the Westfield Police Department before being operated within city limits. The ordinance outlines safety requirements, insurance obligations, and guidelines for where and how carts may be driven. Two identical permits will be issued, per golf cart, upon successful inspection, and must be placed on each side of the golf cart. Each permit will contain a large, easy-to-read four-digit permit number, along with the year the permit was issued.

Community Inspection Days

Community Inspection Days will resume in Spring 2026.

All inspection days will take place from 10 a.m. to 2 p.m.

During these events, residents can have their golf carts inspected on-site and complete the permit process. Additional community registration days will be offered in the spring.

Golf cart registration and expirations are not currently being enforced as we work on updating the ordinance and registration process and permits. Feel free to use your cart if you meet the following requirements: 

  • Golf carts shall be equipped with headlights, taillights, and turn signals
  • Operators of golf carts within the corporate limits must be at least 16 years of age, possess a valid driver's license, and be insured by liability insurance in an amount not less than the minimum the State of Indiana requires for automobiles
  • Operators of golf carts within the corporate limits shall obey all Indiana traffic laws, yield the right of way to all pedestrians and bicycles
  • Golf carts are only permitted to operate on roadways with a speed limit of 25 MPH or less
  • The ordinance does not allow the operation of or include ATVs, utility vehicles, segways, scooters, modified golf carts, or any other motorized vehicle.

Please remember that drivers operating golf carts on public streets need to adhere to the other equipment, insurance, and license requirements specified in the City ordinance. These include the following:

  • Golf carts shall be equipped with headlights, taillights, and turn signals. Between sunset and sunrise, golf carts must include one of the following: slow slow-moving vehicle sign, a bicycle flag, or a rear flashing light.
  • Operators of golf carts within the corporate limits must be at least 16 years of age, possess a valid driver's license, and be insured by liability insurance in an amount not less than the minimum the State of Indiana requires for automobiles.
  • Operators of golf carts within the corporate limits shall obey all Indiana traffic laws, yield the right-of-way to all pedestrians and bicycles, and are only permitted to operate upon roadways with a speed limit of 25 MPH or less. Crossing of roadways with speed limits in excess of 25 MPH is permitted only where posted. The Department of Public Works is hereby authorized to place all necessary signage for regulation and access on or across City roadways.
