What Is the Comprehensive Plan?
Westfield’s Comprehensive Plan is a long-range policy document that helps guide how the City grows and invests over the next 20 years. It brings together planning for land use, transportation, utilities, economic development, and quality of life into a single framework so future decisions are thoughtful, coordinated, and consistent.
The plan does not focus on individual projects or immediate changes. Instead, it establishes shared priorities and direction that City Council, boards, commissions, and staff will use when considering future proposals and public investments.
Westfield last completed a comprehensive plan in 2007. Since that time, the city has experienced significant growth and change. This updated plan reflects current conditions, future needs, and extensive community input to ensure Westfield is planning ahead rather than reacting as growth occurs.
Development of the draft Comprehensive Plan began in 2024 and followed an 18-month process. This was a deliberate and comprehensive effort that included research, data analysis, and robust public engagement.
More than 6,000 people—roughly 10 percent of Westfield’s population—participated through public input sessions, steering committee meetings, focus groups, surveys, and online virtual workshops. This level of participation helped ensure the plan reflects community priorities and was not rushed.

• It does not change zoning
• It does not approve development
• It does not alter what is currently allowed on any property
• It does not establish timelines for when development will occur
The plan includes updates to the placetype map, which describes the general character and function of different areas of the city over the long term. These updates reflect changes that have occurred since the previous plan and are intended to improve coordination between land use, transportation, and infrastructure planning.
Placetypes do not determine zoning, approve projects, or apply to individual parcels. They provide high-level guidance to help future decisions remain consistent with the plan’s vision and values.
The Comprehensive Plan is designed to be a living document.
- The City will conduct annual reviews to report on progress and how the plan is being used.
- Targeted updates may occur approximately every five years to address specific areas or changing conditions.
- A full plan update is anticipated every 20 to 25 years to ensure the document remains relevant over time.
