2025 Budget Advances Westfield through Public Safety, Infrastructure and Economic Development Investments

Westfield, IN (October 29, 2024) — Westfield City Council members voted to approve the 2025 city budget on Monday, October 28. The operational budget of $78,151,375, which excludes bond payments, aligns with Mayor Willis's Advancing Westfield plan to further smart and sustained growth within the city.

The budget also maintains a flat property tax of $0.7175 per $100 of assessed value for the third consecutive year. This rate does not include any school referendums.

The 2025 budget continues strategic investment that prioritizes public safety, economic development, road and infrastructure improvements, and quality of life initiatives for residents.

"Thank you to all city councilors and department leadership who worked tirelessly over the last several months to reach this point," stated Mayor Willis. "It was important that while we worked through this new zero-based budgeting approach, we maintained a flat tax rate while also serving Indiana's fastest-growing community. 2025 will be an exciting year of growth for the city."

The 2025 proposed city budget was formally presented to the council on August 26. The Civil City budget totals $120,895,621 including operations and bond payments.

Key features of the 2025 budget include:

Public Safety

·         Hiring additional personnel to both Westfield Fire and Westfield Police to meet the community’s growing needs

·         Adding additional outdoor warning sirens

·         Designing and constructing a new police department headquarters to meet the expanding needs of the department

Roads and Infrastructure

·         Increased funding for the resurfacing program

·         Design and construction of several Capital Improvement Plan projects, including roundabouts at 161st Street and Spring Mill Boulevard, 181st Street and Wheeler Road, and expansion of 191st Street from Tomlinson Road to Grand Park Boulevard

Economic Development

·         Acquisition of land for downtown parking garages

·         Funding for a streetscape project for the Park Street area

·         Acquisition of land near Grand Park

Quality of Life

·         Funding for new community initiatives, including $240,000 for the Neighborhood Vibrancy Program for improvements

·         Continued funding for community events such as Westfield Rocks the 4th, Jams at the Junction, and Westfield in Lights

·         Completion of Simon Moon Park Phase 2

·         Constructing permanent restrooms at Freedom Trail Park

·         Funding for a new park
