City of Westfield Appoints new directors of Engineering and Economic Development to support continued growth


Westfield, IN (December 16, 2025) — The City of Westfield has appointed Michael Pearce as Director of Engineering and Chuck Haberman as Director of Economic Development. These appointments will take effect January 1 and January 12, 2026, respectively.

These appointments come on the heels of the promotions of John Nail and Jenell Fairman, and continue the City’s restructuring efforts to support growth, infrastructure needs, and long-term planning.

“As Westfield continues to grow, we need leaders who bring experience, integrity, and a strong commitment to our community,” stated Mayor Scott Willis. “Michael and Chuck’s leadership will help us make smarter, faster decisions and will continue delivering high-quality services to our residents and businesses.”

About Michael Pearce, Director of Engineering
Michael Pearce has served the City of Westfield for more than six years. He holds a degree from Purdue University in Civil Engineering and has a Professional Engineer (PE) license. Pearce started his career with the City of Naperville, Illinois, where he served as a project engineer until 2017 before accepting a role with the City of Westfield. 

After 3.5 years with the City of Westfield, Pearce briefly joined American Structurepoint before returning to the City of Westfield to serve as the City Engineer, a role he has held since 2022. In his current role, Pearce is responsible for implementing the City’s Capital Improvement Plan (CIP), overseeing the asset management program, managing the stormwater utility, and coordinating infrastructure improvements associated with private developments.

About Chuck Haberman, Director of Economic Development
Chuck Haberman most recently served as the Assistant Director of Economic Development for the City of Noblesville. Prior to starting his economic development role in 2020, Haberman led HR and talent development teams in the construction industry, as well as serving 8 years as an Engineer in the United States Marine Corps. 

Haberman also serves on boards in the community, including Chairman of the Campus Board of Trustees at Ivy Tech Hamilton County, Treasurer for Invest Hamilton County, and on the Executive Committee for the Noblesville Chamber of Commerce. 

Haberman holds a bachelor’s degree in Organizational Leadership, Supervision, and Human Resources Management from Purdue University, a master’s degree in Organization Development and Change Management from Penn State University, and is a Certified Economic Developer through Oklahoma University’s Economic Development Institute.
