Nine Westfield Police Officers Promoted, Reflecting Department’s Commitment to Excellence
Westfield, IN (November 19, 2025) — Westfield Police Chief Shawn Keen has announced the promotion of nine officers to key leadership positions within the City of Westfield Police Department. These promotions reflect the department's commitment to operational excellence and continued advancement of its strategic mission.
The Police Merit Commission has approved the following promotions:
Captain Josh Harrell has been appointed to lead Special Services. With more than 19 years of service, all with the Westfield Police Department, Captain Harrell steps into his new role after serving as Patrol Lieutenant. A 15-year member of the Emergency Services Unit and current Assistant Team Leader, he is also the department's lead instructor in Close Quarters Battle and Active Assailant Response. A graduate of the IMPD Leadership Academy, NTOA SWAT Team Leader and Command Schools, and FBI-LEEDA programs, Captain Harrell brings exceptional tactical and leadership expertise to our community.
Lieutenant Mike Wheeler has been promoted after serving Westfield for 25 years, following two years with the Hamilton County Sheriff's Office. Throughout his career, he has worked as a K9 handler, field training officer, traffic enforcement officer, school resource officer, and most recently served four years as a sergeant. He is also a graduate of the IMPD Leadership Academy (2022) and continues to dedicate himself to mentoring officers and supporting community safety.
Lieutenant Broc Larrison has been promoted after serving Westfield for 17.5 years and brings a total of 18.5 years of law enforcement experience. Most recently, Lt. Larrison was a Sergeant on Night Shift B and has served specialized roles including the Event Response Group, Critical Incident Stress Management Program Coordinator, and Public Employee Retirement Fund Board Secretary. He is Westfield's only ILEA Master Instructor, one of only two in all of Hamilton County, and is trained as a Force Science Analyst. A Brazilian Jiu-Jitsu practitioner since 2018, Lt. Larrison is committed to officer development, wellness, and excellence in training.
Lieutenant Jackie Carter has been promoted after proudly serving Westfield since 2002 and brings 25 years of law enforcement experience. She most recently served as a Sergeant within the patrol division. Lt. Carter supports officer wellness through her work as a Lead Peer Support member and contributes to departmental readiness as a Mobile Field Force Team Leader, Bike Team Instructor, and FTO Program Manager. She holds a Master of Public Administration (Honors) and is a Certified Public Supervisor. In 2025, she earned a Gold Medal at the World Police & Fire Games for softball. Lt. Carter is dedicated to community engagement, officer resilience, and developing future public safety leaders.
Sergeant Kaeden Gebhart has been promoted after serving Westfield for six years as a law enforcement officer. Currently assigned to Days B as a patrol officer, he also serves as an FTO, Honor Guard member, Drone Instructor, Emergency Response Group member, and EVOC/STOPS Instructor. Sgt. Gebhart is a three-time lifesaving award recipient, a 2020 Chief's Award honoree, holds a Part 107 drone license, and currently serves as the Second Vice President of the Law Enforcement Drone Association for Indiana.
Sergeant LeeAnn Carter has been promoted after 10 years of law enforcement experience, including eight years with Westfield. Most recently, Sgt. Carter served as a Violent Crimes Detective, focusing primarily on sensitive investigations involving children. Sgt. Carter also serves as a Crisis Negotiator and Field Training Officer. In 2024, she was honored with the Westfield Chamber of Commerce Lantern Award: First Responder Award of Distinction for her dedication and impact within the community.
Sergeant Lisa Ottenweller has 5.5 years with Westfield and eight years of total law enforcement experience. She currently serves on Nights A and holds specialties as a hostage negotiator, FTO, road evidence technician, and fitness evaluator. Sgt. Ottenweller is completing her MBA with a leadership concentration at Butler University and previously graduated from the Indiana University Police Academy (2017) and Indiana University (2018).
Sergeant William Ottenweller has been promoted after serving Westfield for 5.5 years and brings eight years of law enforcement experience including time with IU Police and Bloomington PD. He is assigned to the Nights A shift and specializes in crash reconstruction, drone operations (Part 107 pilot), Mobile Field Force/ERG, drug recognition, chemical breath testing, and bicycle patrol. He is pursuing an MBA with a leadership concentration at Butler University and is a graduate of the IU Police Academy (2017) and IU Bloomington (2018).
Sergeant Adam Zosso has served Westfield for nine years and brings 21 years of total law enforcement experience. He is currently assigned to Investigations as a Violent Crimes Detective and has previously served as an FTO and Fire Investigator I. A graduate of the IMPD Leadership Academy (2019), Sgt. Zosso began his career in Northwest Indiana with the Portage Police Department and later served in Lynwood, Illinois before making Westfield his home in 2016.
