City of Westfield Announces Leadership Team Restructuring: New structure better aligns with Westfield’s momentum, activity
Westfield, IN (November 19, 2025) — Westfield Mayor Scott Willis has announced a strategic restructuring of the City’s leadership team to better support growth, efficiency, and collaboration within one of Indiana’s fastest-growing communities. With major development and community initiatives underway, Mayor Willis emphasized that the new structure will help streamline operations and ensure that projects and programs continue to run smoothly and effectively.
“As Westfield continues to grow at a record pace, we must have a leadership structure in place that allows for strong oversight, accountability, and collaboration across all departments,” said Mayor Willis. “The structure we had worked well for the city two years ago and I’m ecstatic about our momentum so far. As I enter year three of my term, we have several active projects, with many more on the horizon as we transition to a Class 2 city in 2028. This restructuring is designed to distribute management responsibilities effectively so we can continue delivering exceptional service to our residents, businesses, and potential businesses while adapting to upcoming changes.”
The reorganization establishes a three-chief leadership model and deploys existing employees in expanded roles:
- Danielle Carey Tolan, executive chief of staff
- Jenell Fairman, executive chief of community and economic development
- John Nail, executive chief of operations
Each chief will oversee key areas within their division, working closely with department heads to align projects, policies, and resources with the City’s long-term strategic goals.
“This new leadership structure reflects the evolving needs of our growing city,” Willis added. “With Danielle, Jenell, and John in these roles, Westfield will be well-positioned to manage our growth and continue enhancing quality of life for our community.”
