City of Westfield recommends renewal with WM to control residential rates
Westfield, IN (August 27, 2025) — The City of Westfield has recommended that the Board of Public Works and Safety (BPW) selects WM (formerly Waste Management) for trash and recycling services.
Following a competitive Request for Proposals (RFP) process, three companies submitted bids for consideration. All proposals were carefully reviewed and scored by city staff members based on pricing, service quality, and overall value to residents.
At the August meeting of the Board of Public Works and Safety, WM was recommended for trash and recycling services. If approved, the new service agreement will go into effect on January 1, 2026, and will remain in place for six years, through the end of 2031.
Under the proposed contract, residential rates will begin at $16.45 per month ($49.30 per quarter) in 2026, with gradual increases each year, reaching $20.01 per month ($60.03 per quarter) in 2031. As part of the proposed contract, Westfield residents will continue to receive weekly trash and recycling pickup, with service for up to three containers included.
The agreement will also include clear performance standards for trash and recycling services to ensure high-quality, reliable service. The City will closely monitor WM’s performance, and penalties may be applied for failure to meet these standards, underscoring the commitment to accountability and protecting residents’ interests.
Monthly Proposed Service Rates | |||
Year | WM | Republic Services | Priority Waste |
2026 | $16.45 | $18.48 | $22.25 |
2027 | $17.11 | $19.23 | $22.74 |
2028 | $17.79 | $19.99 | $23.24 |
2029 | $18.50 | $20.78 | $24.54 |
2030 | $19.24 | $21.61 | $24.54 |
2031 | $20.01 | $22.47 | $25.21 |
“We are committed to providing cost-effective services to our residents,” said Westfield Mayor Scott Willis. “After a thorough evaluation, we opted to continue with WM as our partner to help keep costs as low for our residents as possible.”
Having a single, city-wide trash and recycling provider offers several key benefits for Westfield residents. With just one service operating in each neighborhood, residents will see less wear and tear on roads, reduced traffic and noise from multiple trucks, and improved overall efficiency. Standardized service across the city means consistent pickup schedules, uniform containers, and clear expectations for everyone.
Residents should continue paying their WM bills as usual. Additional information will be available at westfieldin.gov/trash.
