- Per the 2018 IRC code with the 2020 Indiana Amendments to the building code for Hamilton County, Indiana Ice and Water Shields are not required.
- However, if the manufacturer's installation instructions for the shingles say it is required then a Ice and Water Shield is needed.

- The City of Westfield does not have a fence permit, so you will not need anything from us. However, there are a few important things that you should be aware of:
- There is a zoning standard that states that fences in the front yard (the area between the plane of the house and the street) can't exceed 42 inches in height. Fences in side/rear yards can't exceed 6 feet in height. If the side/rear fence is over 6ft tall you need to apply for a variance. Call 317-804-3170 and ask for a Planner.
- If you have a corner lot, by definition of the ordinance, you have two front yards. So, you'll want to make sure you take that into account when installing your fence.
- In most cases, the Community Development Department can provide you with a plot plan for your property. Please call us at 317-804-3170 or send an email to Builders.
- If the fence will be encroaching upon (either crossing or running within) a Drainage and Utility Easement (marked D&UE on your plot plan), then you may need permission from the Westfield Public Works Department. You can reach this department by calling 317-804-3171.
- You will want to check with your Home Owners Association (HOA) to see what kind of rules/approvals they might have regarding fencing. Some neighborhoods restrict fence types, heights, locations, etc… and require HOA approval before installation.

Permit Fees must be paid in full within a one-year time frame for a Permit to be issued.
Once a Permit is issued, the building must start within 6 months of the issuance and be completed within 24 months.
If the building was started, but not completed within 24 months, the Permit can be renewed at 50% of the original fee amount.
Note
- The City of Westfield requires that the permit card/document be posted on the site in a front window where the work is to be performed.
- The permit card/document must be visibly posted in a front window for the inspector to see when arriving at the site in order to receive the requested inspection.
- If the permit card/document is not posted, no inspection will be performed and considered failed.
- If the permit card/document is lost or not legible you are required to replace it with a duplicate permit card/document.
- If a re-inspection fee is assessed, it must be paid to receive the Certificate of Occupancy.

The City of Westfield and Waste Management have reached an agreement that Waste Management will take over the trash billing on behalf of the City of Westfield, effective April 1st.
The City of Westfield residents will receive information from Waste Management in mid-March containing their account number and their first bill. "By having Waste Management assume the billing responsibility, residents can access more features and route information through the MyWM platform, including scheduling bulk pickup online, scheduling container replacements, paperless billing, and viewing pickup schedules. This also allows our Guest Services team to respond more expeditiously to other resident requests and provide more proactive customer service," stated Mayor Scott Willis.

There are many ways to pay your bill. You can set up an online account with My WM to set up recurring payments. You can choose to pay online as a guest without creating an account; you will need your customer ID (located on your paper bill) and your billing zip code. You can also choose to mail in a check with their payment remittance coupon or call to pay over the phone. WM's mailing address and phone number are located on your bill. To dispose of heavier bulk items, customers should call Waste Management directly at 866-797-9018 and ask to schedule a bulk pickup or schedule online.
The City of Westfield also hosts two bulk trash days throughout the year, one on the second Saturday in May and one on the second Saturday in October. Bulk items can be dropped off at City Services from 8 am to noon on these designated days. Some fees may apply, and proof of Westfield residency is required.
Overage bags (33g) are sold for $2 each at the Ella Community Pharmacy.

Waste Management offers a Fall Leaf and Brush Collection Program during the month of November every Thursday and material collected is locally composted. Customers can enroll by calling 866-797-9018 or find out more information by visiting WM's website at My WM Website.
The City of Westfield also hosts two bulk trash days throughout the year, one on the second Saturday in May and one on the second Saturday in October. Customers are encouraged to bring yard waste to these events at City Services on E 171st Street.

Waste Management will pick up one Christmas tree per household at no additional charge to the customer. This service is available starting December 26th and ending the Friday closest to January 11th of each year. Trees must be cut down into sections smaller than four feet in length to be accepted.
Whenever the Holidays listed below fall on a regular schedule collection day, the collection schedule for that day, as well as the rest of the week, will be delayed one day. Under this circumstance, Saturday collection is acceptable. 1. Christmas 2. New Year's Day.

Service occurs on a weekly basis between 7 a.m. to 5 p.m. Waste Management requests containers be out before 6:30 a.m. at the end of your driveway. Trash and recycling are serviced on the same day but at different times within the day due to the use of separate trucks.

Prior to 2025, mobile food vendors were banned from operating within the City of Westfield unless they received special permission. The current rules and regulations ensure transparency as well as hold mobile vendors accountable, require that they have an active stake in our community, and provide them the ownership to move freely between approved locations throughout the year. This permitting process is commonly used in Hamilton County, across Indiana, and around the country.

Also prior to 2025, all special events within the City of Westfield were subject to approval by the city council. If approved, the fee was then $250 for each occurrence. This prohibited our residents from having mobile food vendors at reoccurring events that brought neighbors together. With the current Temporary Use and Events Permit, businesses and neighborhoods are entrusted with the management of their own special events, encouraging more engagement in Westfield.

- Businesses within a Planned Unit Development (PUD) that legally permit mobile food vendors by zoning right do not require a temporary use and events permit. Currently, this only applies to Grand Junction Brewery and Urban Apples.
- Events hosted or organized by the City of Westfield, Westfield Washington Township, Westfield Washington Schools, or Hamilton County Government does not require a Temporary Use and Events Permit.
- Ice cream or snow cone vendors that are stationary for no more than fifteen (15) minutes at a time do not require a Mobile Food Vendor License.
- Mobile food vehicles operated by the following organizations are still required to obtain a Mobile Food Vendor License but are exempt from having to pay any fees: fraternal organizations, nonprofits, religious institutions, schools, and, pursuant to Indiana Code 25-25-2-1, all honorably discharged veterans.
- Non-incorporated businesses that are commonly operated by children to sell beverages and/or snack foods.
- Private events if the mobile food vehicle is used for catering purposes and individual transactions do not take place.
- Tent vendors if operating within an already approved event or location.
